Cook County processes the largest volume of property tax appeals in the country. The number of appeals tripled between 1996 and 2006, going from 72,000 to 225,000.
100 out of 102 counties in Illinois require that their chief assessment officer have a Certified Illinois Assessing Officer (CIAO) designation. Of course, Cook County does not!
There are 6 major property tax classifications, 9 major tax incentive classifications and some 250 minor assessment codes to identify property usage in Cook County.  No wonder what we have is incomprehensible.
One of the big reasons why Cook County taxes are so high is the infamous “multiplier”. Your assessed value is multiplied by this number, which makes the amount upon which a commercial or industrial property pay taxes even higher than the market value of the property. The “multiplier” has increased from 1.8445 to 2.9786 in the last 25 years. NO OTHER ASSESSMENT DISTRICT IN THE COUNTRY imposes such an arbitrary method of assessing taxes.
